Either you have a thermostat (if the elements run directly off of it, or if it pulls in a relay it could still be the fault.
To see whats controlling the element(s) trace the 2 wires that\015\012power it. 1 will go to the power - line with a lot of other wires. The\015\012other one will go to the thermostat or the relay/contactor that turns it on and off.
A thermostat will have a "bulb" a small tube attached and going into the air stream of the air coming to the unit.
If it has a relay to turn on the elements check the relay points and the coil power at the relay with temp set at lowest (coldest temp). If you have power to the relay and on to the elements and the room is warm, the thermostat is out. Pull a wire off the thermostat and it should stop the element(s). This removes power to the relay or contactor coil. (contactor is just a heavy relay). The element should be off. If it is still on some relays / contactors have an open face and you might be able to see the contacts and they are welded shut or the spring has been dislodged. Remove power to machine and with a small pick or screwdriver separate the points (if it has this relay/contactor).

Your thermostat control is bad. It is an electronic control.
\015\012The fan comes on through a different circuit when heat is sensed. That is why the fan cycles no matter what you select. Because the right hand switch is defective.
\015\012There are 2 switches on the face of your controls.
\015\012Heat---Fan-- and Cool.
\015\012The other is for temperature.
\015\012Replace the right hand switch and thermistor.(all one part)

This is a heating and cooling through the wall heat pump. It works normally when heating is selected - the heat pump runs and both speeds of the fan blow warm air. But nothing runs when cooling is selected. In other words the unit works normally when "High Heat" or "Low Heat" is selected but nothing runs when "High Cool", "Low Cool" or "Fan Only" is selected. The position of the Fan Cycle Switch has no effect - behavior of the unit is the same in both positions of the Fan Cycle Switch.

I am trouble shooting a Bryant Hi-bred system that uses an air cooled heat pump with high efficiency gas furnace for backup and low ambient operation. How does the system decide whether to use the air cooled heat pump or the gas fired high efficiency furnace. It appears to be outdoor air temperature related, but I can't find the setpoint for it. The main zone Bryant thermostat appears to control the system, but it doesn't always bring the backup heat if the heat pump doesn't function.

We have this air conditioner in our sunroom. From the beginning, the temperature set is not maintained. When set to heat in the winter, no matter how low a temperature I select, the heat cuts on about every 10-15 minutes, and the room will heat to a much higher temperature than selected.
